Under the Free Zone regulations 1991, Section 17 (1)

For the purpose of safety or promotion of public health in a Free Zone the management may –

(a) establish, maintain and carry out sanitary services

(b) build and maintain roads

(c) regulate the flow of traffic

(d) undertake the planting, trimming and removal of trees; and

(e) do such other acts that the management deems necessary and expedient, in the Free Zone
