Free Zone Licensees should not move any cargo in/out of the Free Zone without Documentation and Customs approval.

For the movement of cargo brought into or out from PKFZ:

From / to Northport / Southpoint: Using K8 (Customs Form No 8) for dutiable cargo : Agents must first declare the form to Customs Office and after obtaining approval from the Customs, move the cargo / container to PKFZ from the port, vice versa.

From / to Westport: PKFZ Security on duty at the gate in/ out would verify and endorse the ZB1 copy before the cargo is allowed to move in / out to PKFZ

From / to Northport / Southpoint: Customs at the gate in/out would process, verify and endorse the K8 copy before the cargo is allowed to move out/in to PKFZ.

The exportation of cargo would be declared using Customs document No.8 (K8) to the actual final place of destination (For unpaid dutiable cargo).

The movement of cargo from PKFZ to the Principal Customs Area (PCA) would be done using K1

The movement of cargo from the PCA to PKFZ would be done using K2 which is then deemed to be exported.

The movement of cargo between PKFZ and Customs Bonded premises or other Free Zone areas would be done using K8.

The office/factory equipment for office and factory use from the PCA to PKFZ would be done using the Delivery Order/Packing List.

The movement of cargo between the premises within the PKFZ can be done using DO/Packing List/Invoice.

Where the goods and service prescribed in the schedule shall be excluded from Section 4 of the Free Zone Act 1990. Cargo imported from overseas into PKFZ would be declared with K1 and cargo brought in from the PCA would need to use DO/Packing List/Invoice. The cargoes are as follows: Forklifts, crane, construction/building materials and equipment, office equipment/furniture, fire fighting and pollution control equipment, motor vehicles and spare parts, petroleum/petroleum products, tyres, explosives and chemicals, air conditioning equipment, manufacturing aids, all good and services which are not used directly in the activities approved under the First and Second Schedules of the Act.

Any cargo in the Free Zone is subject to Customs Inspection.

Licensees should note that they must not break seals fixed on containers without Customs approval or in the presence of a Customs Inspector, otherwise they are liable to penalties under the Customs Act 1967.

Samples of goods being brought INTO or OUT of the Free Zone should be declared to Customs.

Licensees must ensure that when they import goods, the name of the consignee on the Delivery Order must be the same as that on their Free Zone License. If the names differ, Customs cannot legally release the goods.
